- Franchise Fees
- All franchises
will have to pay a $25 holding fee by May 1st if they
are returning for the next season. At the time of the draft, another
$50 will be due for all franchises for a total of $75 in franchise
fees.
- An optional
$5 is due on draft day if the team wishes to participate in the
week 17 Pro Bowl.
- Franchises
may change their team name for a $25 fee. (An exception is allowed
for a new owner taking over a team.)
- Franchises
may not make any post draft transactions until they have paid their
entire franchise fee.
B. Retentions
- Each returning
franchise must retain three of their players from the previous
season.
- Each franchise
must designate these three players by August 1st of each year.
- Injury Exception - If a
retained player is injured and is determined to be out for
the season, a replacement retention may be picked in place
of the injured player up until August 21st.
- The list
of retained players will be made available as soon as all teams
have given their retentions to the commissioner.
- After every
two days past the deadline that an owner has not turned in their
retentions, the Commissioner may at his discretion penalize the
loss of a draft pick(s).
2. Trades before
the draft
- Once the
prior season is complete, trades for future picks are allowed,
but players can only be included in the deal if the commissioners
office has been notified that the players involved in the deal
are retained players by the original team.
- Only the
three retained players are allowed to be traded.
C. Draft Procedure
- The draft will
consist of 14 rounds.
- Every team
will have a draft pick in each round unless the results of a previous
trade prove otherwise.
- Draft order
will be based on previous season’s records for those teams not making
the playoffs and losing in round one of the playoffs with the franchise
with the worst record picking first and the team with the best record
picking last amongst those teams. The last four picks will be based
on reverse order of finish in the championship game and 3rd place
game. (Tiebreakers will remain the same as for standings only in
reverse order)
- The first 5
rounds of the draft will consist of a 4:00 minute time limit. All
remaining rounds will have a 2:00 minute time limit.
- If the
time limit passes on any teams pick, that team has considered
to pass their pick but may claim their pick at any time in the
future.
- The Commissioner
may give time extensions at his discretion for unforeseen circumstances.
- An owner or
predetermined owner delegate must be present for each draft pick
or that team's pick will be skipped.
II. Rosters
- Restrictions
- Your roster
can consist of a maximum of 17 players.
a. You may have
up to 13 players on your roster of any combination of position players
(QB’s, RB’s, WR, and TE).
b. 2 rosters
spots are reserved for kickers only.
c. 2 roster
spots are reserved for team defenses only.
2. Rosters will be
frozen following the final regular season week (week 13). Any internal
roster moves (IR activations, cuts) for playoff teams can be made prior
to the first playoff week (week 14). Once the playoffs start there will
be no roster moves.
B. Free Agents
- Free Agent
Pickups and drops
- You may drop
as many players from your roster as you want, but you may only
sign one free agent or waiver wire claim per week.
- If there
is any argument between 2 teams on a player, the team with the
worst record will get that player.
- You may pick
up one player between the draft and the start of Week 1.
2. Waiver
Wire
- If anyone
drops a player off of their roster, that player will be placed
on the waiver wire effective the next week.
- This list
of players on the waiver wire and all free agents will be offered
to every team, with the team with the worst record getting first
shot and going up to the team with the best records.
- Each team
will have an opportunity to claim one player off of the list.
If a team claims one of these players, it will count as their
one player per week signed as a free agent.
- If no one
claims the players who are cut, those players then become free
agents and can be signed by anyone the following week..
- Procedure
for waiver claims and free agents.
- Each team
must provide a list of free agent and waiver wire claims in
order of want by 7 p.m. Thursday of each week.
- Each team
also must provide a provisional drop for the potential pickup
they put on their list.
- After Thursday
at 7 p.m. of each week, all unclaimed players on the waiver
wire will become free agents.
- Between
Thursday evening and the start of the first games free agent
claims will be made on first come first serve basis.
- For weeks
with Thursday NFL games, the deadline for claims will be Wednesday
at 7 p.m.
- For weeks
with Thursday NFL games, pickups may be made after the Thursday
games, but those players may not be started in that given week.
C. Trades
- Restrictions
- Trading is
allowed without restriction until week 10.
- After week
10, all trades must be approved by 9 of the 12 owners in the league.
(It is the responsibility of the trading parties to contact owners
if time is a concern)
- At the completion
of any trade there may never be more than the allotted 17 players
on any team’s roster. Also positions must follow roster restrictions
for kickers and defenses.
- Trading is
allowed once the season is complete but only involving designated
retentions.
- Once the
draft in any given year is complete, teams may trade draft picks
for one year in the future.
D. Injured
Reserve
- You may have
up to 3 players on injured reserve at any time.
- Eligibility
- If a player
does not play a down in any given week in which their team plays,
that player is eligible to be placed on injured reserve.
- Backup Quarterback
exception. The above rule does not apply to second string quarterbacks.
For a non-starting quarterback to be placed on injured reserve,
they must be listed as out on the injury report for the
week.
- Florida
State Seminoles/Dallas Cowboy exception: Any player who is
suspended by the NFL is not eligible to be place on injured reserve.
- That player
can stay on injured reserve until the next time in which they
play one down. At that time they must be activated off of injured
reserve or cut by the next Thursday.
- While a player
is on injured reserve their roster space may be filled by any
of the means allowed in the rules. I, as commissioner will notify
you if your player must be activated from injured reserve, and
if you are not notified by me you may be allowed to go past the
Thursday deadline. All disputes will be settled by the commissioner.
III. Schedule
A. Regular Season
- The regular
season will consist of 13 weeks.
- Each team
will play teams in their conference twice a season.
- Each team
will play 3 teams in the opposite division once a season. Each
team will play the opposite 3 teams from the other division every
other season.
- The schedule
was drawn with teams randomly drawing numbers 1-6 in each division.
The teams were then plugged into the matchups and then the weeks
in which these matchups are to be played was also randomly drawn.
2. Teams will be
divided into two six team conferences.
- The National
Football Conference (NFC) will include the No Love
for Hoes, Chain Gang, Debo’s, The Whipped Cream Heads, Chainsaw
Wino's and Como's.
- The American
Football Conference (AFC) will include the Roody Poo's,
Horshoes, The Liquidators, The Michael Vick Experience, Anal Penetrators,
and NC Nuggets.
- Realignment
can occur at the recommendation of the executive committee based
on rivalry expectations and competition.
B. Playoffs
- The top four
teams in each conference will make the playoffs.
- The playoffs
will stay within conference until the Dickey Bowl.
a. The team with the best record in each conference
will play the team in their conference with the worst record.
The 2nd and 3rd place teams in each conference will also play
with the winners meeting in the conference finals in week 15.
b. The winners of the conference finals will play
for the Dickey Bowl in week 16.
c. The two losing teams from the conference finals
will play in week 16 for 3rd place.
- If teams are
tied at the end of the season, the tie will be broken by:
a. Head to head
record with the teams that are tied.
b. Points accumulated
for the season
c. Conference
record
d. Coin Flip
C. Prize Money (2003-04)
- The champion
will receive $280 and receive a trophy.
- The runner-up
will receive $150.
- The third
place finisher will receive $100.
- The fourth
place finisher will receive $75
- The regular
season champion of the AFC will receive $30
- The regular
season champion of the NFC will receive $30
- The team
with the highest point total in each week will receive $15 per
week.
- $40 will
be used for trophy and expenses.
IV. Scoring
- Starting Lineup
- Your starting
lineup will consist of one Quarterback, two Running
Backs, two Wide Receivers, one Tight End, one
Kicker, and one Team Defense.
- Your starting
lineup must be submitted either by hand, phone, or email by the
first game of the week
- The exception
is for Thursday and Saturday games, you must have players who
are playing on that day only and the rest of your lineup by the
start of the games of Sunday of that week for players who play
on those Sundays.
2. Players who
play multiple positions may be entered into the starting lineup at
any of the positions that they play. Final decisions on player eligibility
will be made by the Commissioner with input from other owners. This
is for rare situations only. (I.E. Kordell Stewart playing receiver
and quarterback. Keith Byars playing tight end and runningback) not
a player who starts once or plays a few plays at a different position.
3. Questioning
the scoring of a game must be done before the start of the first game
on the following week that starts on a weekend day.
B. Scoring

- 6 points for a Rushing TD
- 1 point per 10 yards Rushing
- 3 points for a Passing TD
- 1 point per 10 yards Receiving
- 6 points for a Receiving TD
- 1 point per 20 yard passing
- 2 points for 2point Rushing Conversion
- 2 points for 2point Receiving Conversion
- 1 pt for a 2pt Passing Conversion
- -2 pt for Interception Thrown
2. Running Backs
- 6 points for a Rushing TD
- 1 point per 10 yards Rushing
- 3 points for a Passing TD
- 1 pt per 10 yards Receiving
- 6 points for a Receiving TD
- 1 pt per 20 yard passing
- 2 points for 2pt Rushing Conversion

3. Wide Receiver
- 6 points

5. Kicker

for defensive or special teams touchdown
The following qualify as a defensive or special
teams touchdown:
- Punt
Return for touchdown
- Kickoff
Return for touchdown
- Interception
returned for a touchdown
- Defensive
fumble recovery returned for touchdown
- Change
of possession fumble returned for a touchdown
The following
do not qualify as a defensive or special teams touchdown:
- Fake
Field Goal for a touchdown (Stats are awarded to individual
players)
- Fake
Punt for a touchdown (Stats are awarded to individual players)
- Offensive
forward fumble recovered for a touchdown (Touchdown awarded
to individual player, but yards after fumble is recovered
are not counted)
- 3 points
for a defensive fumble recovery
- 3 points
for an interception
- 2 points
for a defensive or special teams safety
- 1 point for
a defensive sack
C. Tie Breakers
- If a game
ends in a tie after tallying the starting lineups for each team,
the non-starters on each teams rosters will determine the winner
for that week.
- If the game
is still tied after the non-starters have been tallied, the highest
scoring non-starter will determine the winner.
